Mayor Vows to Combat Video Piracy

Seeking to crack down on the sometimes-violent world of video piracy, the city is beginning an aggressive campaign to hold building owners liable for illegal distribution activities on their property and to make the recording of movies in theaters a crime, Mayor Michael R. Bloomberg said yesterday.
According to officials at the Motion Picture Association of America, New York is a center for pirated DVD’s, many of them illegally recorded with portable cameras at movie theaters. The association estimates that New York City theaters are the source of nearly half of the camcorder-generated pirated DVD’s tracked in the United States, and 20 percent of pirated movies seized globally.
“Video piracy is not a victimless crime — it kills jobs,” Mr. Bloomberg said at a news conference. The mayor, who has made courting the film industry a priority for his administration, added that revenues from such piracy supports criminal gangs. In addition, the counterfeit DVD business has attracted its share of violence in recent years, with several shootings connected to DVD robberies in Midtown.
Using tactics the city employed to go after counterfeiting in the apparel industry, officials at the association, the Police Department and the city’s Office of Special Enforcement will work to identify buildings where piracy operations are located and take legal action against landlords and owners.
